I can only think he means the stanchion base, which is a YS fitting part No YS47-20

As your rail is damaged where the forward bolt fixing attaches it will be difficut to get a strong fixing.
On small boats I don't think the fairlead does much so for your damage I would angle cut the vertical part of the rail (to avoid ropes catching) and remove the vertical section furthest aft. Then live without the fairlead.
